ROLE OF THE CONCEPT OF COLLECTIVE SECURITY IN THE 21ST CENTURY.
Abstract
With tensions in Syria and the Korean peninsula at their highest in two decades, it becomes imperative to analyse the concept of collective security. With the exception of economic sanctions authorized under Article 41, the system of collective security as envisioned in Chapter VII of the UN Charter is dormant. This article seeks to analyse the establishment of collective security in the Charter within the functional and judicial parameters of the UN; an evolution that legitimized the use of force for the preservation of international peace and security. The article begins by briefly defining the powers of the Security Council to authorize collective security and how the Security Council is bound by human rights in its sanctions practice. It then critically analyses the role of collective security in ensuring peace and security in the world. The article proffers that to a large extent, the concept of collective security has
failed.
